I've just had the issue I have seen other people have where steam all of a sudden tries to re-download all of your subscribed mods. I found that if you click 'Local mod' in the Arma 3 launcher to add a mod locally and then navigate to the mod within the '!Workshop' folder you can add all of your subscribed mods. Yes. Download the mod, find the file, change the extension, and install it normally. After that, unsubscribe from the mod. To install from steam, you need to have the game in your library as the mod installs basically "update" the game with your subscribed content. I'm not sure if there are other mod places out there, but I think you need to own the content in steam to have steam even download the mods, otherwise it has no where to put it.
